I think this might be a type of early saxifrage or waterleaf. Google image search says it might be a type of rhododendron. Beyond that, I haven't a clue. I think the whole cluster is about 1-2 cm. across. The individual blossoms are really tiny. Janesville, Wisconsin (USA). Meadowlands near the Rock River.
